"Huh, that's strange. i was on the phone to my little girl in Campo when the line went dead…"

On the 17th of June, 2018, an N2 warhead detonated in the centre of the Brazilian city of Campo Grande. In the ensuing explosion, the city was practically wiped out; within the hour, casualties were estimated in the low 700,000s. In 72 hours that number from both the city and the surrounding environs had leapt to over a million. The Brazilian government scrambled to take control of the situation and bring aid to any survivors, but all the while barbs were hurled at it from an angry and terrified people.

Paranoia is starting to run rampant in Brazil, and the airwaves are dominated by dozens of talking heads and grieving families throwing accusations around. Colombia. The Federation. The UN. An inside job…

Brazil is finding it difficult to meet its humanitarian needs instantly and is calling on the international community to give aid. Not only is this a chance for us to curry Brazil's favour, but a particularly generous package will help deflect suspicion away from the Federation- not that the Federation had any involvement (that we know of), but it never hurts to help soothe nerves in such a chaotic situation.

Chosen Option: Send an Aid Package and an Investigation Team

We're obliged to send help to the Brazilians, but there's more than one way to aid a friend in need. Let's give them expertise as well as resources.

This option has the following effects:
Donation: You specified 3 CP.
Generous Reputation: Yanmei, Mazarin and any other Commanders in the Federation gain the Good Reputation (Brazil) talent. (Rolled 83 on 85% chance)
Investigation Team: John Brown, Mr. Blue, Medea Leona, Brofessor, Martin Barrington and Emily Unaipon are being sent to Brazil. These characters will be unable to be deployed on missions or used for medical assistance or research until the start of Turn 6. Vera may use them in Brazilian missions until then.
Prestigious Body: The United Nations provided 4 CP. The Federation paid 3 CP, +2 for the Investigation Team, for a total of 5; the Federation gains one Prestige Point.

Options

Send Condolences

As unfortunate as the incident is, we have enough to be going on with. Let's give the Brazilians our condolences, pass on token aid offers and wish them the best.

This option has the following effects:
Stingy Reputation: Federation members take a -10 penalty when interacting with the Non-Aligned League until the end of the 5th Turn.
Thanks for Nothing! There is a 10% chance that Yanmei, Mazarin and any other Commanders in the Federation will gain the Enemy (Brazil, 1) trait. There is a 5% chance of them gaining the Enemy (Brazil, 2) trait instead.

Send an Aid Package

It is our obligation to aid our brothers and sisters in Brazil. A sufficiently generous aid package will be well-received, but if we can provide more than the United Nations, then it'll enhance our prestige on the world stage and pull Brazil and its allies closer to our orbit.

This option has the following effects:
Donation: You specify a number of CP, at least 3 CP, which is then added to your expenses at the end of the turn. It must be paid before anything else is paid.
Generous Reputation: There is a 60% chance that Yanmei, Mazarin and any other Commanders in the Federation will gain the Good Reputation (Brazil) talent. This chance increases by +5% per CP above 4.
Prestigious Body: The United Nations is also providing an undisclosed amount of CP in aid. If your amount exceeds the UN's, then the Federation gains a single Prestige Point.

Generous Reputation: There is a 80% chance that Yanmei, Mazarin and any other Commanders in the Federation will gain the Good Reputation (Brazil) talent. This chance increases by +5% per CP above 4.
Investigation Team: You specify one OD and up to five characters, chosen from the Action Roster. These characters will be unable to be deployed on missions or used for medical assistance or research until the start of Turn 6. Vera
Prestigious Body: The United Nations is also providing an undisclosed amount of CP in aid. If your amount exceeds the UN's, then the Federation gains a single Prestige Point. The Investigation Team is worth +2 CP.
