Agreements

Convention of Understanding

Proposed by: Turkey
Original Proposal: The laws, codes, conditions, agreements and treaties ratified by the Summit will be legally binding on all parties. Observers from the League of Non-Aligned States will be placed within the ranks of the UN and UEF, and if one side is considered to have breached an agreement upheld by the Summit, the League will move to aid or align with the opposing side as the League deems appropriate.
Result: All Parties agree.

Second Vatican Treaty

Proposed by: His Holiness Pope Pius XIII
Original Proposal: All Parties would limit themselves to deploying a maximum of three Evangelions or Evangelion analogues to a battlefield.
Defense Clause: Parties may deploy up to five Evangelions to a battlefield only in order to defend their territory, not to attack.
Result: All Parties agree.

Repatriation of the Japanese Evangelions

Proposed by: Japan
Original Proposal: Due to the massive resources paid by Japan to produce and maintain not only the Evangelions assigned to Japan but also the facilities necessary to maintain them, Japan petitions the UEF for the repatriation of EVA-03, EVA-05 and EVA-10.
UEF Counter Proposal: The UEF will not repatriate the Evangelions but, recognising Japan's expenditure of resources, will pay Japan compensation totalling 26 CP over 6 turns.
Result: Japan accepts the counter-proposal.

N2 Restriction Treaty

Proposed by: Scandinavia
Original Proposal: N2 Warheads are capable of massive damage against which most conventional forces have no defense, whilst simultaneously being less than completely effective against Evangelions. This treaty proposes that forces will be banned from deploying N2 Warheads against conventional armies or populated urban areas. Their use would be limited solely to Superheavy Units, Evangelions or Evangelion Analogues, and AT Battleships, except where deploying N2 Warheads on such a target would affect the aforementioned targets.
Result: All Parties agree.

Urban Endangerment Restriction Treaty

Proposed by: Scandinavia
Original Proposal: Parties would refrain from performing any attacks (AoE or Blast attacks) that might endanger an undefended populated urban centre. Furthermore, forces must take as many precautions as possible when attacking defended urban centres in order to limit civilian casualties (-20 penalty for ranged attacks on defended urban centres and fortresses)
UN Counter Proposal: A joint effort, funded and supported by all parties, will oversee the safe evacuation of civilians from urban battlezones (-30 penalty for ranged attacks on defended urban centres and fortresses for the first 3 turns of battle. By paying 1 CP a turn, the UEF may reduce this timeframe by 1 for all missions)

Prisoner Conduct Compact

Proposed by: UN
Original Proposal: Pre-existing war conventions on the status and treatment of prisoners of war (Geneva, Hague) are to be upheld. League observers will be invited to ensure compliance. the UN also proposes a standardised method for the repatriation of Prisoners of War to their own side. The highest ranking military leaders and Evangelion Pilots will be worth 3 CP, lower-level military leaders (Marshal Magistrates, Follower leaders, Leon Thomas) will be worth 2 CP and Superheavy pilots will be worth 1. Once a state has offered payment for repatriation, the holding state (the one holding the prisoner) must comply within three turns, or be considered in breach of treaty.
UEF Special Proposal: One-time special trade, returning Solomon Prime Joan to the UN in exchange for EVA-00.
UN Special Counter Proposal: Trade Joan for 3 CP and the Philosopher's Stone.

The highest ranking military leaders and Evangelion Pilots will be worth 3 CP, lower-level military leaders (Marshal Magistrates, Follower leaders, Leon Thomas) will be worth 2 CP and Superheavy pilots will be worth 1. Once a state has offered payment for repatriation, the holding state (the one holding the prisoner) must comply within three turns, or be considered in breach of treaty. A state may trade a prisoner for a prisoner of the equal value or several other prisoners of lesser value equalling the value of the more valuable prisoner. As a one-time special trade, the UEF will trade Joan to the UN in exchange for 3 CP and the Philosopher's Stone
Result: All parties agree.
