06[08:09] * Yanmei was slowly getting used to hopeless situations. That was not a good thing in her opinion, but it did keep stress spikes to a minimum when she was looking at incomprehensibly technical damage reports or listening to the sparse battle updates trickling in from the war on Earth. -
01[08:16] <Yanmei> A discussion on the later had dominated the first fifteen minutes of today's meeting. Tucked away in her frigid little conference room, surrounded by a handful of her top officers, Yanmei frowned down at her tablet as Minerva Linden finished up some explanation or another about allied troop weaponry. -
01[08:20] <Yanmei> She was… distracted today. A little tense and certainly a little sleepless, judging from the circles under her eyes. At last, she looked up again. "Was there anything else on the agenda for this morning?"
[08:48] <@Minaplo> ["There are some problems I'm afraid we need to address." Said Minerva. "Regarding morale and especially discipline."]
06[08:59] * Yanmei braced herself, sitting up a little straighter even. "Go on?"
[09:55] <@Minaplo> ["Even with the new supplies, morale is draining away." Said Minerva. "People are becoming very tired of living in these conditions on an unfamiliar, alien planet. They're becoming tired of not being able to feel the sun, and they're tired of being cold. Furthermore, you have a significant amount of people on our ships who have lost loved ones, and their behaviour is becoming more erratic,
[09:55] <@Minaplo> especially when you factor in all of those other problems."-
[09:55] <@Minaplo> ["And that behaviour is causing even more problems for those who haven't lost family." Said Ginevre Fontaine.-
[09:57] <@Minaplo> ["On both ships, there have been a large number of reports of riots and disturbances." Said Minerva. "Many are small, involving ten or so people, but it harms the morale of everyone around them, and it only adds to our injury burden."-
[09:59] <@Minaplo> ["It's not just the riots." Said Ginevre. "We're dealing with a sizeable population in a refugee situation. Even on Earth at the best of times, this would lead to- a certain level of lawlessness."-
[10:01] <@Minaplo> ["Yes. There have been crimes committed." Said Minerva. "Many of them are petty, but some are- serious. Shall I provide a report on the types and frequency of these crimes, Chancellor?"]
01[10:03] <Yanmei> "Yes. Please."
[10:16] <@Minaplo> [Minerva sighed slightly, tugged slightly on the front of her coat. "Not counting the many cases of physical violence from the riots, we have 221 reports of theft, 54 counts of embezzlement of military supplies, 19 counts of robbery." Minerva paused. "Four counts of manslaughter, two counts of murder- one premeditated, the other attempted- and two counts of rape- one attempted."-
[10:17] <@Minaplo> ["The majority of the petty crimes were committed by civilians." Said Ginevre. "But the serious crimes were, except for two, all caused by military personnel."]
01[10:21] <Yanmei> Beneath the table, one of Yanmei's hands balled into fists. "How are we handling the military prepetrators? They -are- being locked up, aren't they?"
[10:36] <@Minaplo> ["That's where we run into the problem." Said Minerva, flashing a black look at Mazarin of all people, who gave her an icy stare in return. "Locking them up is not the problem. They've all been locked up, absolutely…"]
06[10:44] * Yanmei did not miss that look. In fact, she glanced at Mazarin herself, and then back to Minerva, a little bit of wary surprise there. "Then what -is- the problem?"
[10:45] <@Minaplo> ["The crimes were committed against civilians." Said Minerva. "Civilians on my ship."-
[10:45] <@Minaplo> ["But the soldiers were posted to the Dorian at the time of their arrest." Said Ginevre.-
[10:46] <@Minaplo> <NOPE>
[10:47] <@Minaplo> ["But of the soldiers, the two alleged rapists, one of the murders and one of the manslaughterers were posted to the Dorian at the time of their arrest." Said Ginevre.-
[10:47] <@Minaplo> ["President Mazarin has refused to allow their transport back to the Bell for military trial." Said Minerva angrily.-
[10:47] <@Minaplo> [Mazarin leaned back in his chair, his hands clasped together neatly across his chest. He didn't say anything.]
01[10:51] <Yanmei> "Mr. President? Sure you have a reason behind this?"
01[10:51] <Yanmei> ^Surely
[10:59] <@Minaplo> ["I do." Said Mazarin coolly. "The Liberty Bell is a US vessel, Chancellor. That makes it American territory. As President of France, I am legally bound to uphold its laws and treaties. What President Linden is doing is making a request for extradition. The manslaughter case is not a problem, but the others are. Understand that our extradition treaty with the United States clearly forbids
[10:59] <@Minaplo> extraditing a person if they would face the risk of being sentenced to death."]
01[11:07] <Yanmei> "I see. In that case, it can't really be helped. Moreover, those on board the Dorian should be focusing our attention on repair work and prep for the upcoming battles. We can afford to have them sit in a jail cell for another week without a trial at all, can't we?"
[11:12] <@Minaplo> [Minerva nearly shot out of her chair. A young man behind her- a tall, wiry blonde man, maybe in his very early 20s, who had his hair up in a braided bun- took a half step forward. This man, Yanmei knew, was Albert St. Francis, the security chief of the Bell- and a man who would certainly have very strong feelings about this.-
[11:14] <@Minaplo> ["Chancellor, that's not good enough." Said Minerva. "These were brutal crimes. They're made even worse considering the sheer vulnerability of those targeted. Morale amongst the civilians is already anemic. How am I supposed to convince them that they can rely on us for protection if we're not even permitted to punish the perpetrators?"]
01[11:29] <Yanmei> "What sort of punishment are you talking about? Is being locked up in a jail cell on a freezing, broken ship without a trial not considered sufficient enough?"
[11:35] <@Minaplo> ["As far as my people are concerned, practically everyone is locked up in a freezing, cramped spaces. That's not punishment, Chancellor, that's life right now. My people want the perpetrators sentenced. And soon." Said Linden.-
[11:36] <@Minaplo> ["Cases like this have emerged from time to time." Said Tenma. "President Linden, why don't you just agree to rule out the death penalty?"-
[11:38] <@Minaplo> ["I'm not taking that off the table." Said Linden, her frown deep. As she spoke, she showed more of her teeth than was usual. "Firstly, many of my people will be angry at such a proclaimation-"-
[11:38] <@Minaplo> ["That sounds rather close to a trial by lynch mob." Said Tenma, earning him a dark look from St. Francis.-
[11:38] <@Minaplo> [Linden ignored them both. "… And secondly, it is not the place for the French government to dictate to Americans as to how we carry out our justice."-
[11:39] <@Minaplo> [Yanmei knew, only from long experience with the man, that Mazarin had only barely resisted the urge to roll his eyes.-
[11:40] <@Minaplo> ["The rights of the victims have been abused, President Linden." Said Mazarin coldly. "But what you are suggesting would be a wrong against both us, the alleged perpetrators, and against common human decency itself. Abuse on one hand is never cured by abuse on the other."-
[11:41] <@Minaplo> [Linden really did get out of her chair now.-
[11:41] <@Minaplo> ["Sit down, President Linden." Said Mazarin icily.-
[11:41] <@Minaplo> [She ignored him.-
[11:43] <@Minaplo> ["Chancellor, I would argue that the Dorian is not covered by French extradition laws." Said Linden. "I would argue that as a vessel assigned to the Federation Navy, it is in fact beyond the bounds of any law or treaty made with France. In that case, a formal request for the extradition of these men would be made to you, not to Mazarin. And considering our circumstances, our situation
[11:43] <@Minaplo> and the framework in which we operate, I believe that you would be compelled to acquiesce to my request."-
[11:45] <@Minaplo> ["Curious, isn't it? How you refrained from making an official request to either party until you'd ascertained the fact that I would reject it." Said Mazarin. "I believe the Chancellor would find your claim to be patently false, for obvious reasons that I hope I do not need to explain. Now, I would suggest you cut your losses and sit back down, girl, or else I will show you what it
[11:45] <@Minaplo> truly means to wage statesmanship."]
01[12:13] <Yanmei> "Enough! Stop bickering!" Yanmei snapped, rising out of her own seat. "What matters is that they're punished, not who is punishing them. The UEF can use its own tribunal to determine what will happen to them, and we will move up the court dates in order to do just that? Unless, of course, President Linden can provide a reason for why America's unique capital punishment system needs to be applied in these cases?"
[12:25] <@Minaplo> ["These people targeted vulnerable civilian refugees." Said Linden, her hands clenched into fists, her voice taut with fury. She stared Yanmei down from across the table. "The murderer killed a father of three who'd stolen part of the murderer's ration to feed one of his children. The rapist attacked and brutalised a girl no older than you or me, Chancellor. Those children had already
[12:25] <@Minaplo> suffered in the crystal massacre. That girl had suffered in the crystal massacre. I think it's obvious that their tormentors deserve to die- just like you'll kill Mary Caine when the time comes. Isn't that right?"]
01[13:24] <Yanmei> "Of course I'll kill her! But these men are not Mary Caine." She seemed to be wrestling with something for a few moments, but she shook her head and suddenly it was gone, replaced with cool resolve. "I understand your anger and I feel terrible for the victims, but every life lost between now and our final showdown with Caine just gives her more power. Moreover, if we show our own soldiers less humane treatment than we're giving enemy prisoners here on the Dorian, it could lead to even more discontent among the troops. If locking them up isn't enough, then we should be sentencing them to hard labor, not death."
[22:34] <Minaplo> ["… …" Minerva stared at Yanmei with a hard, flinty look for a long time, before she finally sat back down, letting out a long breath. "Very well."]
01[22:43] <Yanmei> "Thank you. I'll alert you once I've tracked down some officials capable of running a trial. Now, is there anything else that we need to discuss while we're all gathered here?"
[22:45] <Minaplo> ["Chancellor, distributing justice is all well and good." Said Ginevre. "But it is only treating the symptoms. The disease itself is low morale. So long as we remain here, these problems will continue."]
01[22:48] <Yanmei> "We're already working as hard as we can to get the Dorian capable of returning to Earth? We could send the Bell ahead with some of the refugee population, of course, but it risks being attacked."
[23:00] <Minaplo> ["I think we all agree that the sooner we return to Earth and commit our Evangelions to the war, the better." Said Ginevre. "I believe we should schedule our return to Earth as soon as the Dorian is capable of making the journey, regardless of the status of the rest of the ship's systems, including weaponry."]
01[23:04] <Yanmei> "All right. Do we have a time estimate for when the repairs will reach that point?"
[23:05] <Minaplo> ["Four days."]
01[23:08] <Yanmei> "We can make a big announcement about it tomorrow. We also need to decide where we should go once we've actually returned?"
[23:15] <Minaplo> ["What are you thinking?" Asked Ginevre.]
01[23:35] <Yanmei> "The situation in Europe is pretty bad off? We'll send the Dorian's troops to back France to support the front line. At the same time we can also send the Bell to help the Soviets. I'm sure they can take in and protect any refugees we have as well."
[23:46] <Minaplo> [Minerva and Mazarin nodded.-
[23:47] <Minaplo> ["We'll be deploying our Evangelions and Superheavies at the same time, I assume." Said Ginevre.]
01[23:53] <Yanmei> "The Superheavies, yes, definitely. The Evas, though…" Yanmei frowned. "Only if we can force an extremely quick victory by using them. Otherwise, Caine will absolutely answer with her Dysangellion units."
[23:57] <Minaplo> ["We'll need to fight the Dysangelions sooner or later." Said Ginevre. "I can't truly vouch for the readiness of her units. I spoke to Ezekiel, and he seemed to think that we might only encounter two or three for now. Either way, we need to have faith in our Eva units."]

01[00:03] <Yanmei> "I understand? Since Amatore still isn't doing well, we'll have Wellesley support them for now."
[00:05] <Minaplo> [A nod in return.]
01[00:07] <Yanmei> "Do we want a single Eva unit to escort the refugees and the Bell? Or should we keep them unified, on the same battlefield?"
[00:19] <Minaplo> ["It might be best to keep them unified… Although, if we were going to split them, I'd consider giving the Bell more than one unit." Said Minerva.]
01[00:29] <Yanmei> "We could do that. A two-man team accompanying each ship." Yanmei opened another window on her tablet and scrolled through a lot of red text. "A front line attacker and a defense-based unit on each one. I'll discuss it with Wellesley later."
[00:30] <Minaplo> [A nod.]
01[00:30] <Yanmei> "Any other concerns about these plans?"
[00:35] <Minaplo> [No one spoke up.]
01[00:38] <Yanmei> "All right, then~ Everyone can hold it together for four more days, can't we? How are things in the medical division?"
[00:41] <Minaplo> ["Well, we've managed to move past the 'barely staying afloat' stage now that the attacks have stopped." Said Tenma. "We're finally discharging more people than we're taking in."]
01[00:50] <Yanmei> "That's good news? And we're getting more and more space to put those people after they're discharged too. The progress we've made clearing up the wreckage has been outstanding. How have the people we rescued from it been doing?"
[00:54] <Minaplo> ["Many of them are injured, some lightly, some heavily. The greatest problem was malnutrition and hypothermia."]
01[01:05] <Yanmei> "No… deaths?" she said hopefully.
[01:06] <Minaplo> ["There have been, I'm afraid." Said Tenma quietly.]
01[01:09] <Yanmei> "Oh…" Her brow furrowed slightly.
[01:13] <Minaplo> ["…"]
01[01:19] <Yanmei> "All right, then. If that's all, let's adjourn this meeting?"
[01:25] <Minaplo> [With a series of nods and affirmatives, most of them left- except Ginevre.-
[01:26] <Minaplo> ["You handled that well."]
06[01:31] * Yanmei blinked at her, and then puffed up a bit. "Of course? Then again, we all really want the same things deep down. This group isn't so difficult to manage."
[01:35] <Minaplo> ["Mm. Well. Savour it whilst you can. You'll find the rest of the Federation to be a far greater challenge to manage."]
01[01:43] <Yanmei> "I'm not afraid," she said firmly.
[01:45] <Minaplo> [Ginevre simply stared at her.-
[01:47] <Minaplo> ["Well, then. I'm looking forward to seeing you address the French Parliament and calming their many, many worries, like how long the war will take, how you intend to retake Paris, why it took you so long to launch a counter-offensive, how you intend to handle the world economy…"]
[01:48] <Minaplo> ["All daunting questions, likely to take hours of your time, but you're not afraid, after all, are you?"]
01[01:50] <Yanmei> "N-no. Um. Though I was under the impression that Mazarin would be the one to handle that stuff?"
[01:55] <Minaplo> ["Oh, I'm sure he'll handle that to some degree." Said Ginevre. "But they'll be expecting to be addressed by the Chancellor sooner rather than later. I'd offer you my assistance, but of course you don't need that."]

01[01:10] <Yanmei> "That's right." Yanmei's own tone was a little deflated now. Surprisingly, she was eying Ginevre carefully instead of trying to avoid eye contact.
[01:11] <Minaplo> ["Well, I'm sure you'll be able to handle it." Said Ginevre, getting to her feet.]
01[01:11] <Yanmei> "W-wait!" She grit her teeth.
[01:12] <Minaplo> ["Hm?"]
01[01:16] <Yanmei> "I could…mrph." She tried again, trying hard to set aside feelings of embarrassment. Her face turned a slightly deeper shade of red. "…please help me prepare for that."
