[07:54] <@Minaplo> [The suite was comfortable and well-furnished, with thick, exuberantly decorated rugs lying on polished wooden floors. The suite had three bedrooms, all with double four-poster beds, and thick velvet curtains with gold tassels.-
[07:55] <@Minaplo> [The main living room- with a dinner table and a side-on kitchen with just about any appliance you could ask for- was also sporting a television. A special television, in fact, because it had a feed to the conference hall in the Palace.-

[07:57] <@Minaplo> [There were two other people with Sera, of course. One was Chiisana Himesama, who was currently preoccupied with a shower in her room's en-suite. The other was Raphael Guillory…]
[07:58] <Raphael> Raphael was perched on the edge of one bed, positioned to subtly place himself between Sera and the door. He wore a pair of fine, pinstripped black pants with a fitted shirt of what appeared to be linen, but which Sera might actually recognize as the so-called "Bondsuit" that Raphael had worn during the operations in Singapore. The matching jacket was draped over a nearby chair.-

[07:59] <Raphael> He'd shed the limb mittens on his leg and arm, though his left hand still bore a fairly gruesome scar and didn't seem to be working at peak capacity. For the moment his attention was on a tablet computer he left balanced on one knee, tapping away at it as he scrolled through reports from the SOS contingent in Russia.-
[07:59] <Raphael> He'd paid minimal attention to Sera since their arrival, at least overtly.
[08:07] <Sept> Sera hadn't been one to initiate small talk either, save for a few snide remarks about his entourage. He'd spent most of his time lying on his back, browsing another tablet (ebooks, limited notes from his jobs on the ship, no wifi), occasionally playing with that soundless whistle pendant he kept.-
[08:08] * Sept tossed the device on the bed lethargically and sat up, stretching. "Hey. Mind if I open a window?"
[08:11] <Raphael> Raphael's head didn't move, but his eyes shifted to take in Sera and the window. "… Go ahead."
[08:23] * Sept hopped off the bed and struggled for a while with the handle on the smaller, narrow frame. The window moved inwards with a creak, and the wide, if modest, view opening from the living room onto the Istanbul was augmented with a jumble of noises from outside. Sera leaned into the window on his elbows, hands supporting his head in a dreamy pose.
[08:29] <Raphael> … Raphael couldn't seem to trust the situation enough to return his attention to the tablet, now that Sera was up and moving. He shifted in his chair, a little restless, taking in the TV for lack of anything better to do.
[08:38] <Sept> "Istanbul's nice. It still feels old. Language is incomprehensible, of course. Maybe that's part of it."
[08:47] <Raphael> "Not as incomprehensible as you might think. There's a fair bit of French influence in Turkish."
[08:53] <Sept> "I think I've heard that before. A lot of borrowed words. But I haven't been able to make out much of it. Guess I'd have to study it a bit first. No use for it, though."-
[08:54] <Sept> "Maybe impressing pizzeria girls."
[08:55] <Raphael> "Maybe." Raphael said.
[08:58] <@Minaplo> [Sounds from the television. Sera and Raphael could see people moving into the room… It wouldn't take them long to see Yanmei, her hair as distinctive as ever.]
[08:59] * Raphael made a thoughtful noise, turning in his chair to face the bedrooms. "Chiisana, they're about to begin," he called.
[09:05] <Sept> "Mm." Sera turned around, glanced at the TV, and shut the window as an afterthought. He moved another chair in by the bed and sat down, leaning forward towards the TV slightly.
[09:17] <@Minaplo> [A second later, Chiisana exited, wearing a simple sleeveless white dress, going barefoot for now. Her hair was still tied up in a towel. "Oh, I recognise some of those."]
[09:20] <Raphael> "Likewise." Raphael murmured, his attention focused on the Prime seated with the UN delegates rather than any of the politicians.
[09:24] * Sept shifted, crossing his legs on the chair. "Catch me up? Any of the representatives known for anything?"
[09:25] <@Minaplo> ["Well, that's Princess Sakurako." Said Chiisana, pointing at the Japanese delegation. "She's in line to become Japan's first Empress thanks to changes to the succession laws. She's well known for her diplomatic work, you know. And she's gorgeous, too." Said Chiisana admiringly. "Just as a Princess should be~"]
[09:29] <Raphael> "I recognize some of the heads of state, but I don't know how much background I can offer." Raphael said, gesturing to the Prime Ministers of Turkey, Scandanavia and Japan particularly. "The UN delegates… nobody instantly recognizable, aside from the Prime. That seems unusual. No Gadhavi…"

He made a strong name for himself as a guerilla fighter - one capable of bringing down Guardsmen with biotypical troops." Raphael rattled off. "Decorated for his

[09:55] <Raphael> "Not a perfect start." He muttered.
[09:56] <Sept> "Is that bad? Who is this guy?"
[09:56] <@Minaplo> ["Hmph. It makes perfect sense." Said Chiisana, folding her arms.]
[09:58] <Raphael> "Does it?" He asked, glancing over. He ignored Sera for the moment. "If it was an attack, Ezekiel should be capable of countering it."
[09:58] <@Minaplo> [("Pardon me, Marshal. I must clarify something: Where I'm from, it's usually polite to at first refuse a gift when it's offered. I would be happy to see what you brought with you.") Said Yanmei.-

[10:01] <Raphael> "Hmm." His nod was a little dubious, but he turned his attention to Sera. "I'm not entirely sure who he is. A Caine scion, obviously, but I couldn't tell you which one."
[10:02] <@Minaplo> ["I'd say one of the insane ones, but that's implied, surely." Said Chii smugly.]
[10:02] <Raphael> "Chiisana." Raphael chided.
[10:03] <Sept> It was Sera's turn to ignore the ocmment. "Maybe he's with the other Caines. Or it's a trap, or not even related."
[10:04] <Raphael> "Entirely possible."
[10:04] <@Minaplo> ["He looks like a Caine to me."]

[10:19] <Raphael> "Ezra Caine. The Promised Land he mentioned is a unit that's part mercenary group and part humanitarian operation. More importantly, they interest themselves in providing a life for Neospartans. Sergeant Kirishima found her way to NERV with the Promised Land's help."
[10:19] <Raphael> He's frowning now.
[10:21] <@Minaplo> ["So it's a temp agency for supersoldiers?"]
[10:22] <Raphael> "A temp agency with a great deal of clout, evidently."
[10:22] <Sept> "If that's true, he's definitely with the other ones. That's… almost -nice-."
[10:23] <Raphael> "When you say "other ones", what do you mean?" Raphael asked, pulling his attention away from the television.
[10:28] <Sept> "Cousins. Not much in contact with Jeremiah's side. I don't know Ezra, but. They should be normal people." Sera looked and sounded almost bored again, but a finger tapping away on his knee betrayed his anxiety a little.
[10:31] * Raphael nodded a little, still frowning. His attention returned to the television, not lost to his own worries.

[10:47] <@Minaplo> [There were murmurs of agreement from the rest of the League. The Brazilian delegate, Vera, spoke up. ("On behalf of Brazil, we agree.")-

[10:49] * Raphael sighed. "I was hoping Premier Kuzmin might be less… belligerent than the people in his High Command."

[11:01] <Raphael> "To varying degrees. The High Command there doesn't trust us, and they're fighting our influence and our involvement there every step of the way. We're lucky they distrust the UN even more."

In which all parties would limit themselves to deploying three Evangelion or Evangelion analogue units to a battlefield. A defense clause would permit parties to deploy up to five such units, but only in defense of their territory, not for attack.")]
[11:22] <Sept> "Of course. And if more than just the nations present join in on that, the clause might end up with actual influence."-
[11:23] <Sept> "Oh," Sera noted as it occurred to him what the man with the hat was saying. "Someone's got ambition."

[11:27] <Raphael> "We stand to lose a lot more, certainly." Raphael hedged, watching the scene curiously. "… but it's not a simple one to deny. The Vatican Treaty's already an accepted agreement, turning it down now that we have sole control of most of the world's Evangelions makes us look like the conquerors they fear we are."

[11:47] <Raphael> "… Hmm." Was Raphael's response. To what part of the exchange, it was hard to say.

[11:49] <Sept> "What was the point of the Vatican Treaty?"
[11:55] <Raphael> "Functionally similar to treaties surrounding WMDs." Raphael said, a little distracted this time. "To discourage the Evangelions from being used as something beyond tools in the war against the Angels. Now that we've crossed that line in the sand, I'd say it's more an attempt at contain the spread of an Evangelion-only military doctrine."
[11:58] <Sept> "But it's still called the same because it makes it sound peaceful and it's the Pope's baby. Doesn't that sound wrong?"
[12:00] * Raphael frowns a little, devoting a touch more of his attention to the conversation. "I don't follow."
[12:05] * Sept kept his eyes on the TV, one leg rocking unconsciously. "The war's moved out of the cities. Evas don't accidentally berserk anymore. Other WMD are losing their efficacy… what danger do they pose now?"
[12:19] <Raphael> "Tremendous danger." Raphael said flatly. "To answer your direct point, you should be aware in the most recent battles we saw Liege take massive damage in a fusion bombing and 05 go berserk and rampage across Russia. The Eva bases - our biggest objectives, and the UN's - are primarily housed within cities. You're wrong on both counts."-
[12:19] <Raphael> "To answer the point you're -missing-, they pose exactly the threat people feared nuclear weapons would pose in the wake of Hiroshima and Nagasaki - becoming the new definition of warfare. If we allow Evangelions to become as core to warfare as armour and infantry, conventional troops will be roughly useful as spearmen charging a tank. Right now they hold their place based on exactly the
[12:19] <Raphael> limits the Vatican Treaty is enforcing. Without that, the paradigm is permanently changed and collateral damage is scaled up appropriately."
[12:36] <Sept> Sera's gaze had shifted back to the windows in the neighbouring room as he held on to the sides of his chair. "Perspective. Perspective, again. All I see are the thousands and thousands of casualties as your conventional troops try to distract or disable Evas."-
[12:38] <Sept> "You started the Angel War with the air force. You know what it's like to be cannon fodder."
[12:39] <Raphael> "…" The temperature around Raphael seemed to cool considerably.-
[12:41] <Raphael> "I'm still cannon fodder, as everyone is consistently keen to remind me." Raphael said levelly. "And I'll tell you that your perspective is flawed."

[12:44] <@Minaplo> [Yanmei, now. ("The United Earth Federation has also carefully considered the terms. In light of this consideration, and the response to the Brazilian delegation's recent question, we will accept the terms of the new Vatican Treaty as presented by his Holiness.")]
[12:46] * Sept nodded to the TV, refocusing his attention. "…that's fine. If you can fix it, by all means."

[12:49] * Raphael is silent now, staring fixedly in the direction of the television. He showed no real reaction the the current line of discussion beyond a further deepening of his frown.

[12:55] <Raphael> "No."
[12:56] <Sept> "We can send them to spare parts to assemble their own."

[13:22] * Raphael chewed his lip as he watched the TV in silence, seemingly happy to allow Chiisana to field Sera while he got his thoughts in order.

[13:26] * Raphael stiffened a little, shutting his eyes for a second as he let out a long, steady breath. "… Wonderful."

[13:30] <@Minaplo> ["Hm." Chii got up from her seat. She walked over to Raphael, flopping down in his lap and patting him on the shoulder. "You weren't kidding about being considered cannon fodder, did you? Try to stick close to us Evas from now on and we'll protect you with our Fields, alright?"]
[13:35] * Raphael 's jaw was set tight, clearly weighing up whether to engage Sera before being caught badly off guard by Chiisana. The building anger seemed to fade, even if he was a little uncertain about her methods. "Thank you, Miss Chiisana." He muttered.
[13:49] * Sept just glanced at them with a bit of a smile, holding his tongue.

[13:53] <@Minaplo> [The Scandinavian continued. ("The second proposition we would make, especially in light of the humanitarian catastrophe in Liege last week, is the Urban Endangerment Restriction Treaty."-
[13:54] <@Minaplo> [("In this treaty, all parties would agree to not perform any attacks that might endanger an undefended urban centre. Furthermore, they must take as many precautions as possible when attacking defended or fortified urban settlements.")]
[13:59] * Sept just raised an eyebrow at that suggestion.
[14:00] <Raphael> Raphael didn't seem surprised, by comparison. If he seemed concerned, it looked to still be about the prior treaty.

Until such an evacuation is completed, the forces will be required to abide by the restriction, but after that the 'human shield' defense is gone.")-

[00:16] <Raphael> "Of course, yes." Raphael said, shifting Chiisana enough to let him get to his feet and walk over to the kitchenette. He began rattling through the cupboards in search of a glass as the talks continued.

When he returned he took a spot on a different couch, leaving Chiisana to have a spot of her own, leaving him to eye the television with a little more intensity than it strictly deserved.-
